Question 5 of 128 · Principles of American Democracy

Accepted answers

Explanation

To add an amendment to the Constitution, Congress must first propose it with a two-thirds vote. Then three-fourths of the states (38 out of 50) must approve it. This process is intentionally difficult so the Constitution does not change too easily.
