If you do not live in one of the 50 states
Washington, D.C. and the U.S. territories are not states, so the answer to this question is different for applicants who live in them. USCIS prints the correct answer for each case directly in the official question list:
- If you live in Washington, D.C. or a U.S. territory

District of Columbia residents and residents of U.S. territories should answer that D.C. (or the territory where the applicant lives) has no U.S. senators.

Explanation
Each state has 2 U.S. Senators, but the officer only asks you to name ONE. Either of your two senators is a correct answer. Look them up on the U.S. Senate website before your interview. If you live in Washington D.C. or a U.S. territory, the correct answer is that you have no U.S. Senators.
